Kannon Onsen’s access page lists advance-booked pickups for overnight guests from Izu Kyuko Shimoda Station at 13:45, 15:00 and 16:00. It does not establish that day visitors can board, nor does it give a day-trip return timetable. Ask the inn whether a day-use visitor can use any transfer, and arrange a taxi or other confirmed ride if not. The ride into the hills is only half the transport plan.

A half-day that leaves room to breathe
If you reach Shimoda in the morning, keep the town portion modest. Eat near the station, leave only the bags you can safely store, then travel to Yokokawa by a transport option you have already confirmed. Allow time to change, bathe, rinse off and rest; don’t plan to arrive just before last admission.
After bathing, leave enough margin for the return ride and your train. Add one short stop in central Shimoda only if the transport timing allows it. The coast and the hot-spring property are separate parts of the day, and adding several beaches or town sights can turn the trip into a race.
If the transfer does not work, reverse the plan: stay around central Shimoda and choose a day-use bath listed there, rather than heading to Kannon Onsen without a reliable way back. The Shimoda Tourism Association notes that some facilities may refuse visitors when crowded, so check directly before setting out.
Pick the day-trip version that fits
For a bath-focused half day, go straight from Shimoda to the confirmed day-use entrance, then return after a break. If you want time in town as well, visit the harbour or central Shimoda before heading inland. Pairing a far-away coast stop with the bath can work only when the return connection is secure.
If the schedule slips, remove the extra sightseeing stop rather than cutting the return buffer or rushing the bath. The inn’s station shuttle is for guests who have reserved it; day visitors should not build a route around an assumed seat. Check the actual bus or taxi option for your date before committing to an entry time.
